Ukrainian drones halted several Russian oil refineries in a week
From September 17 to 25, Ukrainian drones attacked oil refineries in the Rostov, Perm, Samara and Yaroslavl regions and Bashkortostan. Some facilities suspended operations and fires broke out at several.

What happened
The Novoshakhtinsk oil products plant was damaged and temporarily suspended operations; no one was injured at the plant. Around 50 drones were destroyed over Rostov Region, according to the governor. In Perm Krai, the Lukoil group's Permnefteorgsintez refinery was hit; authorities reported an attack on an industrial facility, and media reported a fire, with no casualties according to preliminary data.
On September 22, drones damaged Rosneft's Kuibyshev refinery in Samara Region. Both primary units, AVT-4 and AVT-5, were disabled; their combined capacity is about 20,000 tons per day, and the refinery completely halted oil processing. On September 21, a strike on Ufa caused a fire in an industrial zone in the north of the city; the target may have been the Bashneft-Novoil refinery.
Why it matters
The Kuibyshev refinery shutdown has already reduced exchange sales of gasoline and diesel fuel by the Samara group. Earlier, in May, Ukrainian drones struck 8 of the 10 largest refineries, idling 2.14 million barrels per day.
What changed
August attacks had already led to complete shutdowns of individual plants: the Kirishi refinery stopped processing after a strike on August 30, and three of Lukoil's four refineries were halted after drone strikes. In August, the Yaroslavl refinery came under its eighth attack of the year, which killed one person.
Who's affected
Facilities of Rosneft, Lukoil and the Novoshakhtinsk plant were affected; in addition, damage was reported in Ulyanovsk, where eight people were injured, and in Yaroslavl. The Novoshakhtinsk plant is the largest fuel supplier in southern Russia.
