What happened
The Kuibyshev refinery, part of Rosneft's Samara group, completely halted oil refining after a drone attack on September 22. Both primary processing units, AVT-4 and AVT-5, with a combined capacity of about 20,000 tons per day, were damaged. The halt followed a September 15 attack that stopped the neighboring Syzran refinery.
Why it matters
The halt of the Kuibyshev refinery knocked out about 20,000 tons of daily capacity and reduced exchange sales of gasoline and diesel fuel by the Samara group. The halt comes amid a series of strikes on Russian refining that in September also affected the Moscow and Yaroslavl refineries.
Who's affected
The Kuibyshev refinery and its AVT-4 and AVT-5 units were affected. In Ufa — an industrial zone in the north of the city, where the Bashneft-Novoil refinery may have been located. In Yaroslavl — the refinery, as well as residential buildings and cars: debris knocked out windows in several apartment buildings and damaged vehicles; there were no casualties.
