What happened
Prime Minister Mark Carney said on Thursday that he has spoken with U.S. President Donald Trump in recent days and Canada remains ready to conclude a fair trade agreement. Last month, Carney broke off trade negotiations, calling the U.S. proposal unacceptable, which triggered new American tariffs and Canadian retaliatory measures. Despite growing economic tensions, the leaders of the two countries remain in contact.
President Trump signed five executive orders expanding trade measures against Canada under Section 338 of the Tariff Act of 1930. The orders ban imports of some Canadian motorcycles, dairy products, and alcoholic beverages from September 29 and change the scope of 50% additional tariffs on Canadian automobiles and alcohol from September 15. On Tuesday, Canada’s retaliatory tariffs of up to 50% on about 700 U.S. goods worth about $20 billion took effect. The tariffs doubled duties on steel and aluminum from the U.S. to 50%; the remaining tariffs range from 15% to 50%.
On Monday, Trump said Bombardier will no longer be able to sell aircraft in the U.S. unless it starts producing them on American soil. He claimed that more than half of Bombardier’s revenue comes from American buyers. The threat followed Trump’s January statements about potentially revoking certification of Bombardier’s large-cabin business jets and imposing 50% tariffs.
Why it matters
The U.S. first invoked Section 338 of the Smoot-Hawley Act in July 2026, imposing 50% tariffs on Canadian goods. Canada responded with tariffs of up to 50% on American goods on August 25, 2026, after trade negotiations collapsed. The conflict threatens American consumers, companies, and the midterm elections.
What to watch
Starting September 15, the scope of 50% additional tariffs on Canadian automobiles and alcohol changes. Starting September 29, a ban on imports of some Canadian motorcycles, dairy products, and alcoholic beverages takes effect. President Trump previously threatened additional 50% tariffs on Canadian imports from January 1, 2027.
What's Next
Starting September 15, the scope of 50-percent tariffs on Canadian automobiles and alcohol changes; from September 29, a ban on imports of some Canadian motorcycles, dairy products, and alcohol takes effect.
