What happened

NATO reported a significant increase in the number, severity and riskiness of hybrid attacks by Russia: more than 200 such incidents were recorded last year alone, not counting regular cyberattacks. The number of physical sabotage acts is also growing. A drone with explosives was found at the German Leipzig/Halle airport, where the use of Semtex plastic explosive points to the involvement of Russian intelligence.

EU ambassadors failed on Monday to reach agreement on extending sanctions against Russia, which expire on Tuesday. They plan to meet again later to continue discussions.

On 14 September 2026, Finland announced it was joining the advanced nuclear deterrence project initiated by France. A steering group on nuclear issues will be set up in the next few months and will begin implementing the cooperation.

Head of the Office of the President of Ukraine Kyrylo Budanov said on 12 September that Ukraine is preparing for a new round of trilateral peace talks with the US and Russia in October. He confirmed the format but declined to comment on the possible venue. The statement came after visits by US special envoys Steve Witkoff and Jared Kushner to Kyiv and Moscow. President of Ukraine Volodymyr Zelenskyy said he wants to arrange a personal meeting with Russian President Vladimir Putin during the G20 summit in Miami, scheduled for December 2026. Zelenskyy said he would come if Putin came.

Russian President Vladimir Putin has pushed back the deadline for fully seizing Donetsk region, now expecting to control it within six months, Bloomberg reports. According to the Institute for the Study of War, the Kremlin has moved the deadline 15 times already since the start of the war. Russian troops control 79.89% of Donetsk region's territory, advancing in August at an average of 2.36 square kilometers per day.

Russian forces struck a truck near the Ukrainian-Polish border, about 800 meters from Polish territory in the area of the Dorohusk–Yahodyn border crossing. After the attack, the border crossing was temporarily suspended, but traffic later resumed. The Russian Ministry of Defense stated that the target of the strike was infrastructure used to transport military cargo from Europe to western regions of Ukraine.
