Trump tightens trade restrictions and demands price cuts
In early September, U.S. President Donald Trump imposed tariffs of up to 100% on imported drones and critical components and also allowed imports of 300,000 tons of beef trimmings at a reduced tariff. At the same time, he signed new drug pricing agreements and threatened trade embargoes against countries with trade deficits with the U.S. The measures add to pressure on oil refiners and an early switch to winter gasoline.

What happened
The president's August 26 executive order adds 300,000 metric tons of lean beef trimmings to the reduced-tariff quota for 90 days starting September 1. The White House says the imports are intended for ground beef production and urged that they be sold at a 25% discount.
The president concluded drug pricing agreements with nine pharmaceutical companies, bringing the total number of such agreements to 26. The deals require discounts on outpatient drugs in all state Medicaid programs and include commitments to invest at least $19.6 billion in U.S. manufacturing.
The EPA announced that starting September 1 it will allow the sale of winter E10 gasoline with higher Reid vapor pressure — about two weeks earlier than usual. At a closed meeting at the White House, President Trump called on American oil refiners to increase gasoline and diesel production.
The president threatened to stop trade with countries with which the U.S. has a trade deficit if the Federal Reserve does not cut interest rates. The threat came after publication of data showing the U.S. trade deficit rose 24.4% in July to $88.6 billion, the highest since March 2025.
Why it matters
The drone tariffs are motivated by national security concerns, the beef imports are intended for ground beef production and, according to the White House, should be sold at a 25% discount, and the drug pricing agreements require discounts for state Medicaid programs. In the fuel market, the average price of gasoline exceeds $4 per gallon, diesel nearly $6, and the EPA explains the early switch to winter gasoline by the need to increase fuel supply and lower prices.
