Kazakhstan mandates shelters in basements and parking garages amid new safety standards
Kazakhstan has implemented a new standard for emergency shelters in basements and parking garages starting January 1, 2026. The standard aims to enhance safety and preparedness for emergencies. This development comes as the country addresses previous regulatory gaps.
New Shelter Standards
The new standard, known as ST RK 4016-2025, was developed by KazStandard under the National Standardization Plan for 2025, at the request of the Ministry for Emergency Situations. It specifies requirements for converting basements, parking garages, and other underground spaces into emergency shelters. The Ministry of Trade and Integration stated that the standard addresses natural, technological, and military emergencies. The document includes guidelines for building inspections and adaptations to ensure public safety.
Technical Requirements
The standard outlines requirements for the design and construction of shelter spaces, including ventilation, water supply, electricity, sanitation, and communication systems. It also details the evaluation of building structures and engineering systems, with measures for reinforcement and conversion if necessary. According to Tengrinews, examples of typical solutions and an assessment table for shelter suitability are provided. The project has been coordinated with multiple ministries, including Defense and Ecology.
What's Next
The Ministry for Emergency Situations will oversee the implementation of these standards across Kazakhstan. It remains unclear how quickly existing structures can be adapted to meet the new requirements.
