Rosneft's Kuibyshev refinery in Samara fully halted oil processing after a drone attack on September 22. Two industry sources told Reuters that the attack damaged both primary processing units — AVT-4 and AVT-5; each has a capacity of about 10,000 tonnes of feedstock per day, and their simultaneous shutdown effectively deprives the plant of a normal production cycle.
On the morning of September 21, the Armed Forces of Ukraine attacked Ufa, after which a fire broke out in an industrial zone in the north of the city. The target may have been the Bashneft-Novoil oil refinery, according to the Telegram channel Aspekty-Bashkortostan. Russia's Defence Ministry said it destroyed 244 Ukrainian drones over Bashkortostan and 18 other regions, as well as over the Black Sea.
Governor Mikhail Yevrayev said that firefighting was underway at the site, debris smashed windows in residential buildings and damaged cars; there were no deaths or injuries. Sixty-five drones were shot down over the region.
Why it matters
The simultaneous shutdown of AVT-4 and AVT-5 effectively deprives the Kuibyshev refinery of a normal production cycle. The halt comes amid a series of strikes on Russian oil refining that also hit the Moscow and Yaroslavl refineries in September.
What changed
In August, Ukrainian Telegram channels reported a drone attack on a refinery in Ufa that caused a fire; no official confirmation followed. On the night of August 28, drones attacked the Yaroslavnefteorgsintez refinery in Yaroslavl, killing one person and injuring 27; it was the eighth attack on the facility since the start of the year. On August 21, drones hit the Lukoil-Permnefteorgsintez refinery in Perm. On August 30, after a drone attack, the Kirishinefteorgsintez plant fully halted processing; both operating primary processing units were damaged.
Who's affected
The attacks affected industrial enterprises in Samara Oblast, Yaroslavl Oblast and Bashkortostan. In Yaroslavl, falling debris smashed windows in several apartment buildings and damaged cars; there were no deaths or injuries.
