Peace Council presented $2.4 billion Gaza reconstruction plan on day of new deaths
The Peace Council presented in New York a plan to rebuild Gaza consisting of 66 projects worth $2.4 billion for the first phase. During those same days, Palestinians continued to die in the Strip: at least 12 people were killed in three incidents from 13 to 23 September. Peace Council High Representative Nikolay Mladenov linked the implementation of the plan to Hamas's disarmament.

Who's affected
The strikes affected residents of al-Mawasi, Jabalia, Deir al-Balah, Bureij, Khan Younis and Tal al-Hawa. Among the dead was a child, Ismail al-Bardawil. The Israeli military said the target of the strike in Tal al-Hawa was two Hamas fighters.
