What happened
The Supreme Audit Chamber of Kazakhstan proposed cutting planned healthcare spending by 140.5 billion tenge for 2027–2029 and recommended adding 46 billion tenge for underfunded areas. The audit covered 1.57 trillion tenge of the Social Health Insurance Fund transfer program, which totals 8.85 trillion tenge for 2027–2029.
By Order No. 105 of September 4, 2026, the Ministry of Health removed medicines costing up to 1 monthly calculation index (MCI), or 4,325 tenge, from state price regulation. The updated list reduces the number of regulated items from 3,039 to 1,827, meaning 1,212 items have been removed.
Context
The Ministry of Health previously reported that Kazakhstan's pharmaceutical market grew by 31% in 2025 to 1.285 trillion tenge, while domestic production increased by 37% to 191 billion tenge.
