France previously, in July 2026, granted Ukraine a production license for this Franco-British weapon; on July 14, 2026, France and Ukraine signed an agreement allowing licensed production of SCALP. British Prime Minister Andy Burnham on August 24 authorized MBDA to transfer to Ukraine secret technical data on British components of the SCALP and Storm Shadow cruise missiles during his first foreign visit to Kyiv.

Why it matters

This decision for the first time gives Kyiv access to Western technology for producing long-range missiles. Moscow has threatened strikes on any future production facilities for these missiles. Russia previously accused Britain of 'adding fuel to the fire' and said its armed forces were gathering data to identify and destroy production sites.
