Kazakhstan updates juvenile commission rules amid increase in case reviews

Kazakhstan has implemented new rules for juvenile commissions, effective immediately. The changes aim to enhance interagency cooperation and improve child protection measures. This comes as the number of commission meetings increased by 3.7% in 2025.
New Commission Rules
The Ministry of Education in Kazakhstan has announced new regulations for juvenile commissions, which are now operational. These rules, adopted on March 30, 2026, under the Law on Crime Prevention, aim to strengthen interagency collaboration. Commissions will include representatives from education, healthcare, law enforcement, and social services, as well as psychologists and child rights advocates.
Commission Activity Increase
In 2025, Kazakhstan's juvenile commissions held approximately 4,100 meetings, marking a 3.7% increase from the previous year. The number of cases reviewed rose by 26.7%, indicating heightened activity. Despite this, the proportion of cases involving families in difficult situations decreased by 17.1%, according to Kazpravda.kz.
